		<description>A little enforcement would go a long way. There&#039;s certain departments that do site visits, like DSCP in Philadelphia. All of them should be doing it. 

Right now there&#039;s both extremes. Some have none, others have very heavy oversight that make executing contracts very burdensome.</description>
